Iloilo City showcases best practices in EU biz summit


 
Mayor Jed Patrick E. Mabilog shared Iloilo City's Integrity Best Practices for Investment Opportunities in Marriott Hotel Manila Nov. 22 as one of the few chosen Local Government Units (LGUs) to present its economic potentials.
He highlighted five priority areas including services; human resources and Overseas Filipino Workers (OFWs); tourism; utilities such as power, water and transportation; and Information and Communication Technology-Business Process Outsourcing (BPO).
The mayor promoted the city's successful initiatives on education; jobs generation; skills training; business streamlining; tax incentives; good governance and anti-corruption; utilities; peace and order; infrastructure; environment; healthy lifestyle and recreation.
The City Government is a signatory to an Integrity Pledge through the Partnership for Integrity and Jobs Creation (I4J) of the European Union (EU), an additional initiative to its sustained fight against corruption.
Local Economic and Investment Promotion Officer Atty. Mary Joan Montaño said the project will result to certification of the city's good governance, thus its promotions to businesses which will translate to jobs generation.
The LGU Business Summit was co-funded by EU and Konrad Adenauer Stiftung and organized by European Chamber of Commerce of the Philippines in partnership with I4J and co-presented by Marriott Manila.
The conference supported the government's call for change and aims to highlight LGU's integral role in achieving inclusive growth for all.
The forum connected business leaders, LGUs, and Civil Society Organizations (CSOs) in promoting integrity, global competitiveness and inclusive growth.
It also gathered representatives of Integrity Circles (ICs) composed of LGUs, business groups, CSOs, academe and church in pursuit of a strong Philippine Local Government Integrity Circles (LoGIC) Network. (Iloilo City PIO)

The Iloilo Dinagyang Foundation Inc. (IDFI) is eyeing P22-million budget for the successful hosting of 49th edition of Dinagyang Festival which highlights January 20-22, 2017.
Mayor Jed Patrick E. Mabilog, IDFI President Ramon Cua Locsin, and San Jose Parish priest Rev. Fr.  Raymundo Edsel T. Alcayaga signed the Memorandum of Agreement (MOA) Nov. 15 for the smooth preparations of the city's premier celebration.
"Let us support to make Dinagyang truly live up to its expectations as a leading tourism, cultural, religious and socio-economic promotional vehicle and symbol of Iloilo City's continuing progress and sustainable development," stressed Mabilog.
The mayor assured crime-free, smoke-free and drug-free festivities of the Hall of Famer best tourism event in the country and Department of Tourism's flagship feature in its campaign globally.
Bannering the tagline "See, Feel, Love" and theme "Communion of Communities with Santo Niño," Dinagyang is expected to showcase some 10 competing tribes while Kasadyahan Regional Cultural Competition has attracted top festivals from all over Western Visayas and Negros Occidental.
Locsin said if available funds permit, they are planning to add financial subsidies to half a million each for Dinagyang tribes.
Tickets will be available starting next month while Pamukaw or awakening with first public appearance of participating tribes is set Dec. 9.
Dinagyang promises more impressive choreography and more striking costumes worn by participants which display the ingenuity, craftsmanship and artistry of Ilonggos.
Dinagyang celebrates the arrival since 1968 of replica statue of Santo Niño the child Jesus from Cebu, met with merriment by devotees. The festival will mark its golden year milestone in 2018.

Iloilo City Hall offices and employees will be transformed into mythical creatures and superheroes for "Shock, Rattle and Roll" in celebration of its annual Halloween event on Oct. 24-28.
Mayor Jed Patrick E. Mabilog said the yearly endeavor promotes unity and cooperation among employees, families, loved ones and the public in support of the city's programs.
The city chief executive also wanted the undertaking to become a tourism attraction showcasing Ilonggos' skills and talents in creativity and craftsmanship in decorating arts.
They are enjoined to participate in various contests for Offices Teamwork Decoration, Frontliners' Costume; and Parent-Child Costume on Oct. 28 at 8:30am and "Trick or Treat" activity at 10:30am-12nn which is open to the public expected to attract almost a thousand children.
Offices have started decorating their respective areas along hallways of various concepts while front desk personnel will be encouraged to wear masks in character or donned costume during the judging.
Ground floor will welcome doors to mythological magnificence and wonders with Maria Makiling, second floor with Super Inday and the Golden Bibe, third floor with Dyesebel, fourth floor with Amaya, fifth floor with Encantadia, sixth floor with Mulawin and seventh floor with Enteng Kabisote. Iloilo City puts up disaster preparedness hub



Iloilo City Government with the help of two top universities will establish a disaster preparedness hub touted to be the first of its kind in the country.
This, after Mayor Jed Patrick E. Mabilog signed a Memorandum of Understanding with John B. Lacson Foundation Maritime University (JBLFMU) Chief Executive Officer Dr. Ronald Raymond Sebastian and West Visayas State University - College of Communications (WVSU-COC) Dean Prof. Carmencita Robles on Oct. 13  coinciding the International Day for Risk Reduction.
"We are very happy that our partners from academe are helping us. We thank the top universities for these projects for the public to be able to learn how to be prepared for disasters. We are looking forward to the strong partnerships," stressed Mabilog.
"We also call on other schools to support the initiative. Disaster preparedness is not only the City Government's responsibility but also of private sector and media. Being supportive and aware is the best thing that we can do to save lives and properties in times of calamities," he added.
JBLFMU will be the first institution to house the Disaster Risk Reduction (DRR) Information and Exhibit Center which will exclusively focus on DRR and shall be an avenue for the citizens to learn about disaster preparedness. Its Media Center is also covering city's DRR activities documentation. 
WVSU-COC is assisting the city in the production of Information-Education-Communication (IEC) materials which will be utilized in the campaign for inclusive disaster resiliency. Flyers, audio, and video materials will be created which will help enlighten and educate about the disaster risks faced by the city with a particular lens on sensitivity towards assisting the vulnerable groups.
Acknowledging the academic sector as a resource, this component created opportunities for collaboration and active participation in the implementation of various DRR activities and efforts geared towards the building of a resilient Iloilo City.
The endeavor is supported by CITYNET Yokohama Project Office, Yokohama City, and Japan International Cooperation Agency (JICA) through the Community Based Adaptation and Resiliency against Disasters (CBARAD) II Project. (Iloilo City PIO)

Iloilo City's road sharing spotlights in HK Walk Forum

Iloilo City's road sharing best practices were showcased in the Walk21 Hong Kong 7th annual Conference on Walking and Liveable Communities, held for the first time in HK Convention and Exhibition Centre Oct. 3-7.
Mayor Jed Patrick E. Mabilog said the city's participation in the global gathering manifested the metropolis growing reputation as walkable and livable urban center as well as promoted it to visitors and investors.
City Environment and Natural Resources Officer Engr. Noel Z. Hechanova presented and shared about the acceptability of road sharing to walkability.
Walk21 HK, which gathered over 500 delegates and world-class speakers, is an international conference co-sponsored by Walk21 – a global leader in championing walking, and Civic Exchange – a renowned Asian public policy think tank. 
The world's most walkable cities experience how "pedestrian-first" environments promote economic growth, social inclusion and health and well-being. They also learn about emerging trends, build networks and have an impact on local policy agendas. (Iloilo City PIO)

Some 268 traffic enforcers of the Iloilo City Government attended a refresher course for them to get familiarized with their functions during the discussion at City Hall Penthouse Sept. 10.
The Transportation Management and Traffic Regulation Office (TMTRO) conducted the Re-orientation Seminar to remind and reiterate the responsibilities of traffic aides in manning the streets in the metropolis for smooth flow of movement and circulation as well as address concerns on congestion.
TMTRO officer in charge Robert Foerster said the seminar aimed to enhance the capability of traffic aides in enforcing traffic rules and regulations, update them of all existing and new ordinances pertaining to traffic management and for them to observe courtesy in their manner of apprehension. All roads lead to Iloilo Convention Center (ICC) in Megaworld Iloilo Business Park in Mandurriao district for the various national conventions of hundreds of delegates successively scheduled this September until October.
"The consecutive big gatherings boost the city's growing reputation as ideal convention destination. These giant events are testaments to the city's great economic potentials and create multiplier effects providing income and employment opportunities for the Ilonggos," stressed Mayor Jed Patrick E. Mabilog.
ICC alone has been a major crowd drawer attracting professionals who will stay in hotels and spend for food, shopping and recreational activities, thus benefitting the Ilonggo hospitality as well as transportation industries and related sectors.
The Association of Service Professionals in Life Insurance (ASPLI) expected 150 participants from leading insurance companies for its Annual Summit at ICC Sept. 8-10.
The Subdivision and Housing Developers Association, Inc. (SHDA), the largest organization of real estate developers will hold its 25th National Convention at ICC on Sept. 22-23.
The Association of Certified Public Accountants in Public Practice (ACPAPP) will also hold its 16th Annual National Convention at ICC on Sept. 22-24.
The Child Neurology Society Philippines, Inc. (CNSP) will conduct its 10th Biennial Scientific Convention at ICC on Oct. 5-7.
"It is with great pleasure to inform that we have chosen Iloilo City as venue and we shall be inviting pediatricians, neurologists, family physicians and general practitioners to converge in your great city," CNSP President Victoria G. Bael and convention chairman Ruth G. Valeriano wrote Mabilog.

Iloilo City is celebrating a simple yet significant 79th Charter Day which highlights with a big parade Aug. 25 starting 7am from Bonifacio Drive to Freedom Grandstand for a program.
The event will gather thousands of participants from City Hall, private sector, national government agencies (NGAs), schools, non-government organizations (NGOs), and barangays.
"We are enjoining everyone to celebrate the city's Charter which gives us a sense of pride and ownership of our city and identity as Ilonggos," stressed Mayor Jed Patrick E. Mabilog.
He encouraged every Ilonggo to unite and actively participate in the celebration to preserve and present the city's rich culture and heritage.
A Sinadya sa Ciudad choreographed street dancing contest will be performed by participants to the tune of rhythmic folk songs.
Dinagyang tribes Pan-ay of Fort San Pedro National High School and Ilonganon of Jalandoni Memorial National High School will perform in between various delegations.
This year's champion Tribu Salognon of Jaro National High School will showcase their winning wares in the finale.
Presidential Proclamation No. 21 declared Aug. 25 as Special Non-working Holiday here for "it is but proper and fitting that the people of the city be given full opportunity to celebrate and participate in the occasion with appropriate ceremonies."
Mabilog first institutionalized the Charter Day celebration when he became mayor in 2010.
Iloilo, as a chartered city, was formally inaugurated on August 25, 1937 highlighted by a grand civic parade. 
This, after the surrounding municipalities of La Paz, Mandurriao, Molo and Arevalo were merged with the progressive town of Iloilo on July 16, 1937, by virtue of Commonwealth Act No.158.

Iloilo City caught the eyes of Australian Ambassador to the Philippines Amanda Gorely who paid a courtesy visit to Mayor Jed Patrick E. Mabilog at City Hall July 28.
She noted of the city's booming landscape and likened Iloilo to charming cities in Australia.
Gorely shared that "the way towards sustainable progress should be keeping a small city with big services."
"Seeing this unique and historical part of the Philippines. What a spectacular and amazingly warm traditional welcome we had in Iloilo City. Those (Dinagyang) headdresses are heavy!," Gorely posted on Twitter.
"Great Australian, Philippines, and American links in Iloilo museum.1800s sugar, textile trade and WWII radio used to contact Gen. Mac Arthur in Darwin. Iloilo's historical buildings have been beautifully preserved – with some more recent additions!," she added.
Mabilog told the Australian envoy that the city should sustain being livable amidst the rapid development.
He explained that heritage sites are protected, environmental measures are in placed, urban planning is being updated, and that traffic plans, peace and order and social programs ensure inclusive growth for the people. (Iloilo City PIO)

Iloilo City pilots drug rehab centers in brgys



The Iloilo City Government is initiating the establishment of rehabilitation centers in barangays for drug dependents.
Mayor Jed Patrick E. Mabilog noted the initiative will be implemented following the City Government's recognition as the first local government unit which constructed detention facility at Philippine Drug Enforcement Agency (PDEA-6) compound at Fort San Pedro in 2013, complementing the national government's services.
He said City Hall got the help and expertise of Ilonggo psychiatrist Dr. Ruel Malata as the only one in the country who holds Master's degree in addiction studies at King's College London.
Mabilog who met with Malata Monday explained that his group of psychiatrist has already identified drug rehabilitation process.
"As per identification and classification, those with severe cases will be treated in hospitals of Department of Health. Meanwhile, those with mild to moderate cases will be admitted to our community-based drop-in centers in barangays," he added.
The mayor said that barangays will be clustered per district to be served by the centers each manned by a psychiatrist, nurse, three peer facilitators and a utility worker who will undergo a two-week training.
The City Government will partner through a Memorandum of Agreement with senior citizens who are retired professionals to serve as peer facilitators because they are being looked up and listened to.  
Mabilog stated the holistic approach will involve daily counseling on spiritual and psycho-social, weekly periodic random drug test and provision of vitamins B complex and C to treat patients for three to six months and a one-year after care follow-up.
The City Government is looking at a budget of P5-million to start the rehabilitation process of some 1,800 surrenderees here. (Iloilo City PIO)

148 City Proper druggies surrender



At least 148 drug personalities in City Proper voluntarily surrendered to Iloilo City Police Station 1 (ICPS1) in an attempt to renew their lives amidst the intensified anti-illegal drug drive in the metropolis.
This, after the Iloilo City Police Office (ICPO) kicked off last week its project Oplan Double Barrel which involves two strategies including Oplan Tok-hang (Toktok-Hangyo) or "knock and plead" and neutralization of High Value Target (HVT) and Low Value Target (LVT) drug personalities.
Mayor Jed Patrick E. Mabilog commended the city police for the massive campaign against illegal drugs in an effort to neutralize personalities by yearend.
ICPO director Senior Supt. Remus Zacharias Canieso and Chief Insp. Rio Maymay, station commander of ICPS1, launched the project at Brgy. Tanza Esperanza, City Proper. Also present during the launching were barangay captain Noel Odicta and Wilfredo Lirazan of Brgy. Malipayon.
The surrendered non-watchlisted personalities included 44 from Veterans, 43 from Tanza, 36 from Monica-Blumentritt, 14 from Malipayon and five from Rizal Pala-pala II.
At least six watch-listed personalities in City Proper yielded.
ICPO noted the suspects were photographed, fingerprinted and made to sign an affidavit of undertaking to attest that they will put an end to any involvement to illegal drugs.
ICPO explained they will be subjected to undergo drug test and if found positive they will be referred to Department of Health (DOH) for evaluation, assessment and rehabilitation.
However, ICPO clarified these drug personalities will still be subject for monitoring and if they continue to be actively involved, they can be subject for drug operations or arrest anytime. (Iloilo City PIO)

Iloilo City attracted some 87 foreign delegates attending the 14th Asia Pacific Regional Committee (APRC) Meeting and Conference of the International Association of Deposit Insurers (IADI) at Iloilo Convention Center (ICON) in Mandurriao district June 15-17.
Mayor Jed Patrick E. Mabilog said the global gathering manifested the metropolis' growing reputation as ideal destination for Meetings, Incentives, Conventions and Exhibitions (MICE) market.
Mabilog welcomed the delegations together with Philippine Deposit Insurance Corp. (PDIC) President Cristina Que Orbeta and APRC Chairman Hiroyuki Obata of the Deposit Insurance Corporation of Japan.  
Delegations from India, Indonesia, Japan, Kazakhstan, Korea, Malaysia, Mongolia, Philippines, Russia, Singapore, Taiwan and Thailand are participating in the forum.
With Iloilo's native sailboat "Paraw" as the inspiration behind the conference logo, deposit insurers sail in a challenging territory that requires specialized skills to navigate through a wide ocean of information, communication channels, fast-moving technology, and evolving financial markets, said Orbita who is also APRC vice chair.
The meeting aims to harness information, insights, practices and other knowledge resources in the communication field toward effective public awareness programs.
It provides a venue to encourage exchange of experiences, challenges and lessons learned in developing and implementing programs among deposit insurance agencies.

Active anti-dengue drive urged
 
Mayor Jed Patrick E. Mabilog called on Ilonggos not to be complacent but to conduct intensified anti-dengue campaign through massive cleanup operations to get rid of breeding places of mosquitoes.
The strengthened drive against the dreaded mosquito-borne disease is in time with the opening of classes this June and the onset of rainy season.
The City Health Office (CHO) has coordinated with Department of Education and Liga ng mga Barangay to implement intensive cleanup and mosquito control in schools and villages.
CHO has also distributed larvicide for use in public schools to kill mosquito larvae.
It has likewise mobilized sanitary inspectors for stronger advocacy on mosquito control in the communities.
CHO recorded 223 dengue cases as of May 7 compared to 100 posted in the first five months last year.
Mabilog encouraged the community to work together and be vigilant in the battle against dengue.
He pushed for heightened public health awareness against the deadly disease as well as early medical attention to safeguard the health condition of patients. (Iloilo City PIO)

Iloilo City draws more BPOs, real estates



Iloilo City is selling like hotcakes to investors in the field of Business Process Outsourcing (BPO) and real estate industries.
This was the assessment of industry players citing the metropolis potentials in attracting investments.
Mayor Jed Patrick E. Mabilog stressed the welcome development manifested the city's booming economy driven by business and tourism which continues to provide jobs to the Ilonggos to improve their living condition.
Investors' confidence is also attributed to the Ilonggos' rich culture and educational excellence.
"Iloilo is diverse in terms of culture and the business here is booming. In fact, many investors from Cebu and Davao are looking for lands here to start their business," said Megaworld Corp. public relations and communications head Harold Geronimo.
The company is developing the P35-Billion Iloilo Business Park, a live-work-play township that hosts BPOs, hotels, malls, condominiums and Iloilo Convention Center at the old airport property in Mandurriao district.
Megaworld said that they invested in the city because of its culture and business growth.
Iloilo City as an outsourcing hub is finding increasing favor with buyers, assessed Asia Property Report, a realty publication.
"Iloilo is buoyant growth city especially for the BPO sector owing to a high number of college graduates," property portal Lamudi managing director Jacqueline Van den Ende was quoted as saying.
Developers and locators take advantage of the city's adequate manpower pool with more than 20,000 graduates annually.

Iloilo City Community College now CHED-accredited


The Iloilo City Community College (ICCC) is now accredited by the Commission on Higher Education (CHED).
This after CHED-6 chief education program specialist Rex Casiple turned over the Certificate of Recognition for ICCC to operate as a Higher Education Institution (HEI) to Mayor Jed Patrick E. Mabilog May 6 at City Hall.
Mabilog stressed the citation is a manifestation of the City Government's success in providing affordable, accessible and quality public education to underprivileged but deserving students giving them the opportunity to finish college.
The CHED's Commission En Banc (CEB) resolution stated that ICCC complied with requirements for the operation of a college.
ICCC will be entitled to CHED benefits such as scholarships for students and teachers.
ICCC already produced five magna cum laudes and 27 cum laudes from its pioneer 149 graduates of four-year courses Bachelor of Science (BS) Travel Management and BS Office Administration last April 8.
Mabilog encouraged graduates of city's public high schools to avail of scholarships provided by ICCC for deserving youth to finish college.
ICCC is currently accepting applicants for entrance examination and interview scheduled this May prior to enrollment and opening of classes in June.
Applicants must have a General Weighted Average of 82 percent and bonafide residents of the city.
They should bring primary documentary requirements including NSO-copy of birth certificate, report card, certificate of good moral character, and barangay clearance.

MAY IS NATIONAL HERITAGE MONTH

MAY IS NATIONAL HERITAGE MONTH
The National Historical Institute of the Philippines declared the Jaro Cathedral a historical landmark in 1976.
The Catholic Bishops' Conference of the Philippines approved the cathedral as the National Shrine of Our Lady of the Candles in 2012.
The Marian image of Our Lady of the Candles also has the distinction of being canonically crowned by the late Pope John Paul II during his visit to Iloilo City on February 21, 1981, making it as the only Marian figure to be given such stature in the Philippines.
The original cathedral was built in 1874 by the first Bishop of Jaro, Mariano Cuartero, O.P. 
It was destroyed in January 1948 by the Lady Caycay earthquake and later repaired in 1956 by the first Archbishop of Jaro, José María Cuenco.
The journalist, national hero, and co-founder of the Propaganda Movement Graciano López Jaena was baptized in the Cathedral.

Iloilo City's booming Business Process Outsourcing (BPO) sector was cited by an economic think tank for the Association of Southeast Asian Nations (Asean) region.
"BPO facilities are located mainly in Metro Manila and Cebu City. However, more of such facilities are being found in the smaller cities like Iloilo and Baguio," assessed Asean Briefing report about the country's growth topping its neighbors as published on its website May 9.
Asia Briefing Limited is a subsidiary of Dezan Shira & Associates, a specialist foreign direct investment practice, providing corporate establishment, business advisory, tax advisory and compliance, accounting, payroll, due diligence and financial review services to multinationals investing in China, Hong Kong, India, Vietnam, Singapore and rest of ASEAN.
Mayor Jed Patrick E. Mabilog hoped the citation will help strongly promote and globally sell Iloilo City as ideal investment destination.
He added that being a top BPO hotspot is a manifestation of the city's business-friendliness, conducive investment climate, and strong economic promotions in attracting major locators to settle and expand here.
The metropolis was recently recognized as an established hub for Information Technology-Business Process Management (IT-BPM) operations by the Information and Communications Technology Office of Department of Science and Technology (DOST-ICTO) and IT-Business Process Association of the Philippines (BPAP).
The BPO industry is normally classified into the eight sub-sectors: contact centers, back office, knowledge processing services, data transcription, animation, software, engineering, and game developments.
"A consistent effort should also be made to promote the BPO sector as one of the Philippines' pillar industries. The public too needs to understand and support the industry by creating an environment that facilitates BPO careers for graduates," the business intelligence firm suggested.
The City Government is collaborating and working closely with Iloilo Federation for Information Technology (IFIT) composed of private sector and academe in responding to the needs of BPO industry.
IFIT executive director Joeven Tansi noted there are 12,000 BPO jobs available for applicants, adding to the current 20,000 employees working in 45 companies operating here.
IT-BPAP President Jose Mari Mercado said Iloilo has developed a good ecosystem to attract multinationals and BPOs. He added the next step is to develop the local ICT industry to motivate students to take up IT-related courses and capacity development programs supported by the industry to support the human resource requirements.

NEW MIWD PIPELINE

The City Government is seeing a solution to the water problem being experienced by metro residents with the inauguration of a new transmission pipeline of the Metro Iloilo Water District (MIWD) in Leganes town all the way to Ungka, Pavia, Iloilo on Tuesday.
With the project, an additional 9,000 cubic meters of potable water from bulk water supplier, Flo Water Resources Iloilo, Inc., is expected to be conveyed by the pipes going to the city.
"Finally, this is a first step in solving Iloilo City's water problem. The inauguration and blessing of the new MIWD line is indeed beneficial to our residents who are experiencing water supply problems," Mayor Jed Patrick E. Mabilog, who graced the ceremony, said.
The chief executive is optimistic the additional cubic meters of water can somehow mitigate the impacts of scarce to almost zero water supply in some areas of the metro due to El Niño phenomenon.
"It is expected that starting Friday, Iloilo City will have substantial water in the MIWD lines," assured MIWD General Manager Imelda Magsuci.
The bulk water provider could previously supply 6,000 cubic meter of water but with the new transmission pipeline, a total of 15,000 cubic meters can now be supplied to the city.
